recently i was reading the i-90 instructions form

and on question 4 of part 3 it asks:
City of residence where you applied for an immigrant visa or adjustment of status -
the description says: List the location of the U.S. Embassy or consulate or USCIS office where you filed your application for an immigrant visa or adjustment of status
these are the two scenarios that i can think of:
1. you were already living in the U.S. when you became a US Permanent resident so most likely if you filed your application. in the 1990 and 2000s before they changed to the pheonix arizona office alot of the applications were sent to california nebraska and others. so in my example, the office where i filed my adjustment of status (Form i-485 is adjustment of status)
when i google the nebraska service center:

on this page it says:
Recent Filing Instruction Changes
Forms I-102, I-131, I-765, I-824, and most I-485s are no longer filed directly at the Nebraska Service Center. Please see the instructions on each form, by visiting the Forms section of the USCIS website, for the most up-to-date information.
2. you lived outside the United States, lets say for example, i lived in the Phillipines, then i would put the city where i filed the original Immigrant Visa Application.
if you look at the new form i-90 instructions, it says to file your application to
U.S Citizenship and Immigration Services
PO Box 21262
Phoenix, AZ 85036
*this is when you are mailing within the US, for outside the US you supposed to file it to:
U.S Citizenship and Immigration Services
Attention: I-90
1820 E. Skyharbor Circle S Floor 1, Suite 100
Phoenix, AZ 85034
the questions if pretty straight forward, it wants to know where you filed your form i-485, BUT if you still not sure, i would recommend you talk to an attorney. you should be careful if you are not sure about this question.
at first when i read the question, i thought it was asking what city i lived when i filed my i-90 application, but as you can see, after i did some research that was not the case, its asking the name of the city where i filed my form i-485 for 'adjustment of staus', for immigrant visa, i am not sure since that was not my case.

so i called them and i spoke to them, but they said they can't help me with filling out a form i had to talk a professional. :(
