shutdown -s

to turn off or reboot your computer you can use the shutdown command

if you are using a server to power cycle you can you in the RDP in microsoft windows server or any windows like 2000 xp 2003 and use this DOS comand to restart the computer of power it off, but be careful if you are doing it remote desktop because how are you gonna turn it on? hahaha
